Peking, April 23, 1907.
The Chinese Minister in London was instructed by telegram on the 18th instant,
so the Wai-wu Pu have informed me in writing, to sign and seal the bonds of the above loan.
I have repeated this telegram to his Excellency the Governor of Hong Kong.
